Resolved Question: Are the police allowed to park accross the street from my house at a church everyday?

Hi, I live in Hayward, CA and I live on a court that is across the street from a church which we can see directly from our house. The cops park there every day for hours at a time around the clock. It's very troubling because it's stressful to see them all the time and there sirens and cars are very loud. They’re also very rude and disrespectful. One pulled my mother over while she was riding her bike and asked to see her teeth to see if she was a drug user. Another pulled me over in front of my house because I had a flashlight on in my driveway. This area is over policed and I feel that this community is being terrorized by these cowboy cops. They usually where dark sun glasses and are very unpleasant to talk to and have terrible expressions on their face. Granted this is a bad area but I would figure they would be trying to earn the communities respect rather than earn it through fear. History shows what happens with these practices and it's only a matter of time before the people get fed up. I for one am sick of it. Any suggestions on what I can do or who to contact? I thought about taking pictures by the hour and present them to the Hayward Hall of Justice and the Police Department but they would probably through me in jail just to shut me up.
