I am thinking of buying a property in Hayward, CA which has four legal units. There is room in the back to build a fifth un-permitted unit (bootlegged). I want to know if the city can come and shut down the unit and not allow it to be rented? Or can I still sell the building as a five unit once it's done? Anything else I should know about? Thanks!...
